A workflow stage is a logical state that a form instance can occupy during its life cycle. Workflow stages serve several purposes:

Allow users to track where a form instance is within the overall process.
Allow the form designer to manage user access rights for different roles at different stages of the form. See Limiting User Access to Form Fields.
Allow the form designer to configure different routing rules at various points in the process.
