   According to te help guide, it is suggested to run SQL and IIS within a cluster for load balaced system design. But can we install a IIS server and a SQL Server but do NOT form cluster for running perfect forms?

   That recommendation is only for a load balanced system. Are you planning on enough volume to require a load balanced system? It sounds like you should discuss your needs/requirements with a PerfectForms account executive.
