When SSO is enabled in an account the Link dialogue box for each published form will have a checkbox that says Use SSO. If that box is checked, the link will be a SSO link.
The catch is this: When Single Sign-On is enabled for an account the links in all notifications sent from any/all forms will be SSO links. As a consequence nobody outside of your intranet and no user without at lease a Limited User license can participate in a workflow process except to initiate an instance. They can receive email notifications, but they will otherwise not be able to click on a link in an emailed notification because it will require SSO to view the instance.
