If i allow the users to attach files from there system for example pdf, tiff, xml, mpeg etc is there a way by which i can restrict the user so that they can attach only pdf or tiff.

Afraid not, but I’ve seen other users offer ‘instructions’ to users on their forms to explain to the users what file formats are acceptable/allowed

So…a user could upload executables? Are there security concerns with that kind of behavior?

No more really than viruses can be embedded within all sorts of files. If you are going to use ‘file attachment’ then the common sense approach that you/your users should take on handling any attachments should be followed (ie scan them with your anti virus application before opening)
